Ohio Resident Educator Program

Ohio House Bill 1 mandates a new licensure system for teachers in Ohio, including a Resident Educator license effective by January 2011.

A four-year Resident Educator program of support and mentoring for new teachers will provide Ohio educators just entering the profession with quality mentoring and guidance essential for a long and flourishing career.  Successful completion of the residency program will be required to qualify for a five-year professional educator license.

Highly Qualified Teacher (HQT)

All veteran teachers of core academic subjects should have met the highly qualified teacher requirement by the beginning of the 2006-2007 school year.  All instructional paraprofessionals in Title I buildings or whose positions are paid by Title I targeted assistance funds should also have met the qualified paraprofessional requirement by the beginning of the 2006-2007 school year.  All newly hired core academic teachers and instructional paraprofessionals should be highly qualified upon employment.

The Highly Qualified Teacher (HQT) Reporting Materials Toolkit has been revised for the 2010-2011 school year.  These materials will serve as a guide for Ohio's school administrators to assist in reporting highly qualified teachers and qualified instructional paraprofessionals.

High Quality Professional Development

The Ohio Department of Education has developed a handbook for educators that provides:

  • guidance for educators as they develop their Individual Professional Development Plans (IPDPs), and
  • standards-based criteria for Local Professionial Development Committees (LPDCs) to use in the evaluation of the IPDPs
