State Support Teams provide parents and guardians assistance navigating state and federal special education initiatives, laws and regulations. This includes referrals and guidance for resources and services for children through age 21. State Support Teams also provide assistance to parents and districts involved in potentially contentious special education issues.
State Support Teams answer questions about special education, including identification and evaluation, individualized education programs (IEPs), discipline, placement and related services.
State Support teams provide technical assistance and learning opportunities to parents that enhance parent participation in their child's education, and provide information about district and community resources and services for children through age 21.
State Support Teams support and provide resources to parents with the timely dissemination of information through networks, meetings, parent councils, the Web site and other means.

Surrogate Parent Training Program addresses the needs of students with disabilities who don't have parents or a legal guardian to represent them as their individualized educational plan is developed. The Program is designed to help school districts implement the Individuals with Disabilities Education Act of 2004 (IDEA 2004) parent surrogate regulations. Region 4 consultants provide training for individuals who have been appointed as Surrogate Parent by a school superintendent.
