A Multi-Tiered System of Support (MTSS) framework addresses the unique needs of each child through collaboration and a proactive continuum of support. Response to Intervention (RtI) and Positive Behavior Intervention Support (PBIS) are critical elements of MTSS, however, MTSS is more comprehensive. It provides schools and districts with an efficient way to organize resources and implement evidence based practices, with fidelity, so that all learners succeed.
